As a hint to what is going on try counting letters. Notice that the only English "LOOPY" number is Four.
Here is the French diagram:

There appear to be no french "LOOPY" numbers. However "quatre", "six", "trois" and "cinq" form a CYCLE. There are therefore four CYCLIC numbers in the French language.
